From Manila, take a bus that are Ilocos Region bound. That would be Vigan (Ilocos Sur), Candon (Ilocos Sur), Laoag City (Ilocos Norte), and Bangued (Abra). These Buses passes by San Fernando City, La Union. You can get down at the City Plaza.
